EXPERTISE

· POLICY-MAKING PROCESS AND EVALUATION OF THE IMPLEMENTATION.

She has provided support in drafting the Minorca Biosphere Reserve Law; the Balearic Islands Law for the welfare of both, present and future generations (people’s legislative initiative); the Wilderness conservation Balearic Islands Law; the Balearic Islands land Law; as well as the Basque Country regulations of a fee for landfill and incineration of waste and an extraction of aggregates tax; the regulation of the Minorca night environment, and the legislative proposal to protect the Tramuntana mountains ( UNESCO World Heritage SITE) in Majorca.

She has drafted-up legal indicators to assess the implementation of the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention) and its Protocols and action plans. She has been involved in the compliance evaluation of waste regulation throughout Spain.

Apart from that, she has advised various stakeholders, both public and private, to lodge comments to the Law of Majorca that orders the hiking walks, and the public thoroughfares.

· PUBLIC ADMINISTRATION KNOWLEDGE.

As a former public administration employee, she knows how it works: she has been lawyer at the Catalan Waste Agency and the Catalan Water Agency; project manager of the Mediterranean Action Plan- UNEP Sustainable Production and Consumption Regional activity Centre (MedWaves); Head of cabinet of the Minister of Public Work, Housing and Transport of the Government of the Balearic Islands, and member of the team in charge ( in Brussels and in Majorca) of the Balearic Islands Government International and European Relations.
As a freelance environmental lawyer and governance consultant, she has worked, directly or in cooperation with specialized consultancies, for the European Commission; the Euroregion Pyrenees Mediterranean; the Mediterranean Action Plan- UNEP (Regional Activity Centres MedWaves and Plan Bleu); the Government of Catalonia; the government of the Balearic Islands; the islands governments of Majorca, Minorca and Formentera; the government of Navarra; the government of the Basque Country, the Tramuntana Mountain area (Majorca) association of municipalities, beside various local authorities.

· DESIGN OF ORGANISATIONS AND DEFINITION OF THE LEGAL NATURE.

In charge of administrative procedures to create or close consortia, as well as the review of the compliance of legal requirements for corporations and organisation within a public procedure. She has drawn-up a report on the opportunity to set up a consortia among several organisations that care about the protection of the biodiversity in the Mediterranean (MedWet, Petites Illes en Méditerranée, MedPAN, Tour du Valant, IUCN MED, and Association Internationale des Forêts Méditerranéennes). On this base was created the Mediterranean Consortium for Biodiversity.

She has also drawn up a legal report regarding the nature of local entity of the Minorca Waste and Energy Consortia, as well as advised the manager of the Tramuntana Mountain area (Majorca) association of municipalities.

· PLACEMENT OF NEW IDEAS ON THE ADMINISTRATIVE PROCEDURAL FRAMEWORK. ADMINISTRATIVE PROCEDURES. SOCIALLY AND ENVIRONMENTALLY FRIENDLY PUBLIC PROCUREMENT.

She has cooperated with the consultancy ENT on the definition of the legal framework and governance requirements to create a climate credit market, an exchange mechanism between the ecosystem services related to multifunctional forest management projects and the economic flows needed to finance these activities.

In charge of numerous procedures on the use to be made of water resources, administrative penalty procedures, and administrative action procedures in general.

She has advised on the draft of public procedures procurement and technical clauses for a project related to POP chemicals and the mercury on the health sector, on the southern shore core of the Mediterranean basin. She has trained civil servants on public procurement.

· PUBLIC PARTICIPATION.

She is used to interviewing groups and stakeholders to find out their opinion, their will, identify relevant elements of public policy or working methods, in order to define and implement projects, suggest improvements, shape the structure of new organizations, develop regulations or strategies, inform or advise strategically or legally, etc.

· EUROPEAN UNION LAW.

Environmental policy is a competence shared between the European Union and the Member States. Thus, it is very useful the background as European law adjunct professor at the University of the Balearic Islands, as well as the early stage in the representation of the Balearic Islands Government in Brussels, as well as the support to the Balearic Islands representatives in the EU’s Committee of the Regions. She has cooperated with the consultancy Milieu, a consultancy on environmental law and policy, on the evaluation of the evaluation of the implementation, in Spain, of the European union regulations on Illegal Unreported Unregulated Fishing.

· THE ENVIRONMENTAL PROTECTION OF THE MEDITERRANEAN BASIN.

Initially, she has gained a good knowledge on the legal and political framework of the Mediterranean, based on her works as a civil servant in the Department of European and Mediterranean relations of the Government of the Balearic Islands, as well as in the Regional Activity Centre for Sustainable Consumption and Production (MedWAves) of the Mediterranean Action Plan, Barcelona Convention, UNEP.
Her work in this field has continued: she has drawn-up a strategy to protect the coast commissioned by the Euroregion Pyrenees Mediterranean, advised non-profit organisation focused on the protection of the biodiversity in this region and cooperated with the Mediterranean Observatory on environment and sustainable development (Plan Bleu – UNEP-MAP), among others.

· THE PROTECTION OF THE NATURAL HERITAGE.

She has studied and compared several models of governance of nature protected areas for the government of Navarra and drafted proposals for improvement; she also has she has drawn-up a strategy to protect the coast to the Euroregion Pyrenees Mediterranean. She has contributed, commissioned by the NGO Ecounion, to a Research related to leisure boats impact management at Cap de Creus marine protected area, the drafting of Legal recommendations for the implementation of Maritime Spatial Planning on a Mediterranean area, and to draw-up a marine waste prevention protocol within the framework of municipal waste (plastic and butts’ pollution) prevention plans and binding ordinances.

· WASTE PREVENTION AND MANAGEMENT.

She has been an in-house lawyer at the Waste Agency of the Government of Catalonia.

She has cooperated with the specialized consultancy ENT to the drafting of several tax and management regulations, as well as on the evaluation of the compliance and implementation of laws and strategies in this area.

She has also contributed to the reviewing and drafting of the Statutes of the Minorca’s Waste and Energy Consortium.

· THE WATER CYCLE .

She has been an in-house lawyer at the Water Agency of the Government of Catalonia in charge of licences for use of public water resources and sanctions administrative procedures. She has drawn-up a regulation model for Minorca local authorities to manage the integral water cycle and the related tax ordinance.
